Although I wouldn't think less of a person for listing their certifications, my experiences have led me to ignore them on resumes. On several occasions I've worked with people certified in the task at hand, and they turned out to be completely useless. The worst being a graduate student that I hired who had a MCSE and couldn't figure out how to create a standard user account.
I don't know of all the certs that's available (this is the first time I've heard of CISSP) but, with the exception of the Cisco certs, I can't give any weight to someone whose certified in something. It would be nice if there was a good list of available certifications and a rating on how good they are. I certainly respect some of the Cisco certifications and I think fairly highly of someone with a RHCA. If those sorts of things are a negative in your shop, it sounds like a place I really wouldn't want to work. I do know that I have had to clean up far too many disasters caused by cowboy sysadmins who thought they were a lot smarter than they really were. Mainly ones who didn't believe that they needed to do any planning and just made it up as they went along. I'm confident that I already know most of the materiel that will be covered in a six day "boot camp" course, but I don't know it all.
