You may find varying levels of "tolerance" for network-newbies, but NANOG can 
be an excellent resource for asking intelligent questions. The disclaimer here 
is that NANOG is really aimed at "network operators" (carriers, etc.) but 
there's a lot of large institutions, web sites, etc., with significant presence 
in the NANOG mailing list and conferences.
