Maybe somebody else will have an idea.However, you are right; the packages have to be configured and made and installed.

You might have to try reinstalling and using the latest actual
release from the beginning--though not necessarily an rc release.
While I don't have a better theory than yours, it doesn't quite make
sense to me that the problem would be with port or the ftp site,
since other people are installing with no problem; it seems to me
that there must be a missing piece to the puzzle having to do
specifically with your connection or installation, but I don't know
what that would be.
