What I do when I want to save a linked pdf file, I just use ctrl-
option-command-F5 to move the mouse pointer to the link, thhen I hold
the control key while physically clicking the mouse button. Of
course, if you don't have a mouse plugged in, this won't work, but
for those who do, it works very well.

does bring up a download link option, but there's something else in
safari you have to set right in order to get that contextual menu
to work.
