Of course, you're right about this probably being used with a local group.
I was looking for information on newsgroup readers from a University 
site -- not Usenet per se.  There are a number of other commercial 
products (WebCT, Blackboard, etc.) that handle functions like discussions 
and assignments and quizzes in time-stamped secure format.

I'm just assuming they want to use a fairly standard newsreader 
package, but with SSL support for some discussion and a relatively
simple interface.
