question on full keyboard access

Folks, I was reading about Full keyboard navigation keyboard  
shortcuts while trying to find some info on the Dock. I see that f7  
Change the current full keyboard access setting (text boxes and  
lists, or all controls), but I can't tell what if any changes are  
ocurring. Am I to get some feedback?
On another note, my employer had loaned me a Mac for a bit and in the  
DOck they had these items that contained several programs which was  
handy, e.g. office automation contained all the microsoft office  
applications etc. I kind of like that idea and was wondering how to  
do that. I haven't found anything so far in my reading of the Dock  
and maybe this isn't possible without using the mouse or maybe  
there's a directory where all the "shortcuts" live that are accessed  
by the Dock and you just create directories/folders in a Dock folder  
and well you get the idea.
