I suspect it uses something with the city you enter when you set up  
your operating system.  I think there's a way to set preferences, but  
for some reason access to this didn't get put into VoiceOver … um …  
0.7.  Yet another in a list of reasons that I hope they release  
version 1.0* of VoiceOver with or before the release of Mac OS  
10.5**, or I will cry.***

* Yes, I'm fully cognizent that they're calling this version 1.0.   
I'm sorta reluctant to though.
