Does this cause the setting to persist, and can you set other
preferences in other widgets similarly?

There is a way you can do this from the terminal if you like.
From a terminal window type:
open -a /System/Library/CoreServices/Dock.app
"dashboard-widget:new=com.apple.widget.weather?location=93401"
Location is the zip code. You can also do open= instead of new=. New
always creates a new widget, open will retarget a widget if it already
exists.
