Actually, once the System Preferences window is opened and VoiceOver is 
focused on the Back button, one can simply hit Tab to land in the scroll 
area with the various buttons for each pane and then use first letter 
navigation to jump to specific buttons and then press space bar to open that 
pane. Alternatively, one can choose from the menu bar as well.
