I sent mail to Apple accessibility awhile ago about this. I didn't get so much as an autoreply. I guess it either cannot bme fixed or won't be fixed. If they're getting keypresses at the hardware level (which it looks like what's going on) then there's nothing for it. That would require a major rewrite probably and I wouldn't expect them to do that. Bad design decision most likely but there is little we can do about that.
