I'm actually in favor of both approaches. In windows, braille works nicely as an integrated part of a screen reder but to have a stand alone braille gui that works along side VO would be quite helpful.

Yep, braille should be a separate process IMO. This way you can have
speech for things that work well with speech and braille for the other
things. This works really well on Linux.
