As I mentioned earlier, where VO cannot read information on the
screen other assistive technology software cannot either (unless
resorting to very nasty tricks and invading other software's memory
space). This implies two things: 1) Not going through VO does not
give you much more information about what is on the screen than going
through VO; 2) There should be no need to go through VO because the
information VO uses to "read the screen" is available for other
assistive technology software too. I think the main reason option 1
may be worth considering is because it will save a lot of work in
terms of figuring out how to interpret available information on what
is on the screen and how to communicate it. Also, option 2 may add
flexibility and independence (neither are bad things), but will
definitely not help you make applications accessible that are not
accessible in VO. VoiceOver may have it's quirks and limitations, but
the true access problems lie with the application developers.
Personally, if I were to do this I would probably go for option 2
simply to be independent of VO.

I am curious how the caption panel would be used, to my knowledge
that information itself is not accessible from the outside.
