trying to install stuff to use in the terminal

Can someone help?  I am trying to install a moo to play with on my  
Linux machine.  It's suposed to be placed in the root directory,which  
I guess is what I have, but not sure how to get it there, or for that  
matter how to get the other file I need copied there.  How do I do this?
