In the Safari preferences, you can set Safari to move from control to control on a page, including edit fields, with Option+Tab. I use this all the time and it works beautifully. With this feature, I don't see a need for a command like you suggest, though I may be misunderstanding what you're after.

Actually one thing I've already submitted to Apple is better access
to account administration via System Preferences. I wanted to setup
some parental controls for my kids account, but I could not get at
hardly anything and my wife was seeing a load more on the screen than
I could get at.
That is also some how connected to Safari I believe because I should
be able to put in sites via Safari I don't want him to go to, but I
see no means to do this either. Got to dig into that more. Point is
modifying an account other than your own is no fun at all and VO does
not handle this aspect of System Preferences well at all.
Btw, if anyone has been successful at doing this, let me know how you
did it, I'd love to know.
