There are some tricks to using safari that may help those with  
difficulty that I've found.  One is to use the link and elements  
lists.  Another is to make extensive use of text edit when you want  
to thoroughly examine a page, just select all, copy to the clip board  
and drop into text edit.  In some cases, it even lets you activate  
the links.

It might be possible to use the extended vo commands to move by  
chunks larger than an arbitrary line and remember, you can have items  
on web pages grouped which can speed your browsing through a page.
