Nope. Not that I know of. JFW will let you shut speech up, but not
resume from where you left off.
A pity.

And, I also agree that I believe it is unique to voiceover. Artic
had a keystroke to use to speed up speech, but not a key to stop
and then resume where it left off, only temporarily silence speech
while the computer was still outputing text.
