There is a keystroke to turn on the character pallet, but as far as I  
know, there is no keystroke to turn it off.
I don't remember exactly what the keystroke to activate it is, but  
it's something like vo-right bracket or vo-shift-right brace, or  
something similar.  The only way I've found to eliminate it once it's  
up is to reboot, or find a sighted person to use the mouse to close  
it for you.
If anyone else finds a way to turn this off, it sure would be  
appreciated if they'd share.
