Is VO keys+help the same as pressing Insert+h in Jaws?

Harry, Welcome to the list. I have written you privately, but that was before I read your post publicly to the list. Yes, when VoiceOver is first turned on, Pressing VO keys plus Help, or the Insert equivalent in Windows, and there will come up VoiceOver Help. VoiceOver Help is a comprehensive tutorial that will, at least, get you started using your computer. I would use Keyboard Practice intermittently as I learn my machine, if I were you. Once you feel comfortable using your machine, you'll feel more at ease with exploring outside the parameters and do some experimenting with the machine on your own. HTH.
