Nope, but how illegal can it be, especially for personal use? You are violating the license, which means you can't possibly expect support from Apple for your $130 purchase of OS X 10.4. Apple makes money selling hardware, the profit on OS X is really pretty marginal compared to that, although I am sure it pays for itself.
