Not for general use, and certainly not when it's not accessible!
If acrobat reader were usable by VO, it would be like having another
browser on hand if Preview can't handle something. (Remember the safari
thread last month?)
However, some things like PDF forms or multimedia would effectively
require acrobat reader at the moment.
It is possible that some organizations (thinking of Government here
really) might use PDF forms as their primary method of having people
apply for jobs.
