No, but you only have the illusion of that in Windows anyway. The so called Read Receipt is only available to an Exchange Server sending email to an Exchange Server. In actual fact it is a variant delivery confirmation and is only loosely correlated to your email actually being read. Messages can be read, in the preview pane, without triggering a Read Receipt, and most end-users are prompted with a choice to send a Read Receipt or not. So even when available, you can get false negatives and false positives.
