No, it isn't offtopic; we've been discussing it on and off onlist every
since iTunes became more accessible.
As far as I know, you can't yet create your own account on the Mac. Your
choices are:
1. If you have an apple id already, you don't need to create it; you just
need to sign in which unfortunately involves reviewing the account which
you also can't do on the Mac. the good news is once the account has been
either created or reviewed signing in and buying will be accessible.
2. If you have a Windows machine, you can download iTunes and can then
create or review your account on windows; a little tricky but possible. At
least I did the review account (see archives).
3. You may be able on the Apple website to create an account either via
the apple store or mac.com. I don't think you can create the iTunes
account specifically on the Apple website but I could be wrong. However,
getting an apple id one way or another works for the iTunes account. At
least it would be created.
4. If you have sighted help (I will go and wash out my mouth with soap
after writing that phrase--sorry!!1), get that person to do the creation
and/or review for you.
Remember: the good news is that once this is done, both authorization of
your computer and sign-in are accessible. so is buying.
