I believe 508 and 504 were in force before XP was released.
Yeah, by more than a little bit. 504 dates from 1977 (30th anniversary the 28th of this month). Section 508 as we know it got on the radar in 1998 and the specific standards for accessibility were enforceable in early 2001. XP was released late in 2001. Which 508 provisions, or other standards for accessibility, does XP or Vista violate, exactly?
I'm saying is that in what I see as the real world, there isn't much accessibility as a result of Section 508.
I stridently disagree. Here is one of my favorite quotes from Jim Thatcher: http://www.bestkungfu.com/archive/date/2004/08/web-accessibility-litigation/
I am certain that Section 508 has done more for accessibility than any law anywhere else. When I worked for IBM, before Section 508 was passed, the company gave lip service to accessibility; after 508 IBM took accessibility very seriously.
If you really feel this way, why are you bothering to participate on the Teitac lists? Sure, Microsoft could do more, but that is true for everyone!
