cocoa is a standard not a language. First if you don't already have one
get yourself an apple id. You'll need the serial number of your machine
to get that so have that available when you go to make your apple id.
Once you have your apple id, you get access to the apple knowledge base on
the apple web sites. To get into development and be sure you'll be doing
stuff that's compliant you'll need an apple developer account and then
you'll need objective C and all dependencies of Objective C installed on
your computer to develop with cocoa compliance. Hope this helps.
