they are supposed to stay at the top in order to avoid the message
status change. Make sure all your cursor navigation items are check,
make sure you are not interacting with mailboxes or messages, interact
with a splitter, move up or left, you should hear "up" as you move,
once you've reached the end, a sound like a door closing or something
banging into something will be heard, stop interacting with the
splitter, press shift-vo-space twice.

Every time I move the horizontal splitter in mail to the bottom
and double click on it, this is what happins. After I exit mail,
when I go back into mail, the horizontal splitter is once again
at the top. Furthermore, I have all options checked under
navigation in the VoiceOver utility.
Does anyone have any suggestions?
