PROBLEMS AFTER INSTALL

hi, I re installed tiger on my mac and nothing seems to work like it did.
For one thing when I find something on the desktop it doesn't open. Sometimes 
items are shown on the desktop, and sometimes they are not.
It seems to me when I first got my Mac. There were some settings I had to make 
in voice over.
If anyone has re installed lately, any ideas would be helpful.
