The place to do this is the International pane in System Preferences, but are you sure it's set to American? If Shift-3 gives you a pound sign and Option-3 gives you Number, then your keyboard is already set to British.
also could anyone tell me when using spell checker how do i get it to give me a list of replacement options i.e if i spell a word wrong it will take me there but won't give me any options to replace it
Press command-semicolon and VO will speak the first misspelled word in your text. Repeat this procedure until it speaks the word you want to change, then press Control and click the trackpad button (VO-Shift-m doesn't seem to work for this). Use up and down arrows to find the replacement word you want then press Return.
