Hi Penny.  Outlook does that under certain circumstances, and
http://support.microsoft.com/kb/278061 will outline how to change Outlook
settings so you don't end up getting the winmail.dat files as attachments
anymore.  I think there might be a couple of applications that might be able
to decode whatever's in the file, but they're all for Windows..and not
perfect.  Easiest bet is to forward them again as plaintext as outlined
above in the microsoft support link.
