Web Troubles

Listers I am on this web page https://secure.skype.com/store/purchase/method.html 
 and I can only see a lock button that I can click on with a table,  
check box and a OK button. When I check the box, nothing. When I press  
OK, nothing and HELP only tells me something about certificates. I get  
to the HTML and can't interact and VO right arrow gives me the options  
mentioned above. What do I do when I encounter this?
