I'm not following what the problem is. There was no integrated Notes feature in Tiger Mail, it is a new feature in Leopard. The Notes box is in the Reminders section of the Mailboxes table. So, interact with the Mailboxes table and use VO-Down Arrow to find Reminders. If it is not expanded, do so with VO-Backslash. I don't think you'll be able to move mail messages in there, though. Notes are a separate entity from email messages.
