I strongly suggest attaching a physical USB mouse.
Because by default, the system looks for a mouse. Every time I have ever installed the OS, Leopard or Tiger, this was always the case. Other than that, I have never had problems with using the Mac mini for the first time. I have set up several systems for other people new to the Mac and still I never had this problem as long as a USB mouse was connected. After the unit has been setup, then you can connect a wireless mouse and keyboard. But don't do this till the system has been set up for the first time.
