Makes perfect sense, I don't think Apple included that clicking for
that particular operation or actually there must be a difference in
what is presented on the screen and VO sees things differently. Either
way, it would be nice if this were the case in all places.

file from a drive or waiting for a programme to process data in any
way and i phocus on the appropriate part of the window why don't i
hear a clicking sound on everything? sometimes it happens during
downloads but on things like moving files from a drive it just sits
there and i have no idea how far the process is or even if it is
happening unless i interact with something on the screen.
