I looked at it and they all are checked. Strange but before it wasn't
making the clicking sound but now it is. However it still brings up
the Apple menu. I am going to restart and see if that solves the
problem.

Just a thought. I've done this and after I reset the cursor tracking
back to my default which is both Options for VoiceOver and Mouse
tracking are checked.
