not sure if the fcc supports it but the fcc is investigating comcast do to
user complaints and comcast of course are denying any wrong doing.

One thing that us comcast users can't solve is, when downloading a
torrent, we get kicked from the internet and have to plug our modems
back in.

The reason to bother with all this is that using dial up will be more
of a
pain than you might realize especially if there is a choice.
I hope this can be sorted out. I know others have tried and died,
but I've
been able to successfully trouble a number of comcast issues.
