System voice rate seems to be a strange variable. As Orin reports, even if you increase it, the voice still speaks at a slower rate. This is not just when using the text to audio feature. Even in Adium or iChat, which uses system voice to read incoming messages or speak alerts, there seems to be no substantial way of increasing the speed of the voice.

I want to make it so I could type, "Rate 350" or something and it'll increase my rate to 80 or so percent on VoiceOver.
