Normally, while VO is running, the keys act as standard function keys when pressed and I can use control+key to bring up the dock, status menus, ETC. A.R. For me, use of the FN key remains consistent with or without VO running. It might be worth throwing away the following plists:
~com.apple.symbolichotkeys.plist
~com.apple.systempreferences.plist
~com.apple.universalaccess.plist

After doing that, you might also want to shut down and zap the PRAM (hold down Command-Option-p-r and press the Power key. Keep holding all four down until you have heard the chimes 3 times, then release them).
