By default, keyboard focus is set to track the VO cursor. This is why you have to turn off cursor tracking. If keyboard focus is not set to track VO cursor, you do not have to, but that is highly uncommon. The vast, vast majority of users will keep it at the default and have the keyboard track. This is why I always recommend turning cursor tracking off. In fact, the fact that people don't turn off cursor tracking is the number-one reason, from what I can tell, that people can't make drag-and-drop work for them.
