Dan, I've only ever gotten this functionality through audio hijack. As far as I know, there's not a way of doing it within the OS, though there's probably a freeware app to do the job if you don't already own audio hijack. It'd be worth a google. Also, going the audio hijack route, for me at least, there's always been a tiny bit of noticeable lag which might cause you problems depending on what you're looking to do.
