Hi,
This is new to Leopard. Just after you start a new account for the first time, it is the second item after you enter your email address.

Furthermore, unless your SMTP and POP settings are real basic, you'll have to set them manually. I just leave it unchecked and fill out the info manually, that way, I know that it works properly the first time.
