Someone wrote a piece of software that, when installed, will create
keystrokes that will announce the time. I believe you can find it in
the Macvisionaries archives; I'm looking for it now, as of this

I can't speak for Windows screen readers, but to answer your
question there isn't a single keystroke to do this. It's just as
easy as the keystroke invoked with JAWS but not just one keystroke
movement.
