Use spark and enter this into an AppleScript command tied to the keystroke of you choice.

on getTimeInHoursAndMinutes()

        set theHour to characters 1 thru (Pos - 1) of timeStr as string

I can't speak for Windows screen readers, but to answer your question there isn't a single keystroke to do this. It's just as easy as the keystroke invoked with JAWS but not just one keystroke movement.
