To delete files, highlight the file, and do an command+backspace. Backspae also functions as your delete key. As for the cut command always being unavillable, i'm not sure, but it woulda helped me a lot if I needed to move something so i wouldn't had to make a copy, copy it in the new place, then delete its original.
