Hey, Tim. Thanks much!!! Got the problem solved!!! This was much
easier than I suspected. I had never had to go in that area of
Leopard before, but I'm glad to know that it doesn't take a rocket
scientist to figure out this stuff. Yet another reason why I'm glad I
switched to a Mac!!! Your help is very much appreciated.

Hi Shane,
You said: I am cross-posting this message because I and some very
active blind Mac users have found a really nasty bug in OS X
Leopard. We can't find a way to access the time zone tab. A good
friend just moved to the East Coast, and he can't figure out how to
get his time zone adjusted properly. There seems to be a world map
there, and we are not able to click on it. Does anyone have a
solution to his issue?
TK: Navigate to the field for the closest city. Simply type in the
first few characters of the closest major city such as b-o-s for
Boston or n-e-w for New York. If that doesn't narrow it down
enough, type in a few more characters. It does not have every city
in the DataBase but any major city in that Time Zone should do.
HTH.
