Actually when you turn off the VoiceOver sounds this one remains. There
doesn't seem to be a separate setting to turn it off.

If you are talking about the sounds made by voiceover when navigating
around the screens it is easy to turn them off. Go in to the voiceover
utility wit VO keys f8. Then arrow down the table until yo get to sound
There should be a checkbox for turning off the sounds when you tab

haven't noticed a way to turn it off. Mostly I would like to turn it off
