The Back Up tp Disc feature is meant to provide an easy way to preserve copies of purchased music on Apple Computers, which come with either Combo drive (CD reader/writer + DVD reader) or Super drive (CD and DVD reader/wrtiters). Apple/iTunes has no general way to detect which systems have set up an external hard drive or how it is configured or what the permissions are. Remember that iTunes menu options are supposed to work generally for iTunes installations on ALL systems --- both Windows and Mac. A lot of these features are aimed at the person who does no backup whatsoever, doesn't buy any hard drives (extra expense), and carries all their music on their iPod (again, with no backups). That person might just have invested in a few blank CDs to burn their music, and might, if it were made simple, push a button to preserve a separate copy of all purchased music on CD. You don't have to use this feature if you have something better in place.
