To down load in safari or internet explorer in windows for that matter, unless your screen reader turned it off for you, you must first do one thing. You must tell your browser not to open things that are downloaded. in safari which I will only address here, press command-comma to open system prefs or press control-f2 or vo keys with m and move to the safari menu, scroll down to system prefs and activate it.
once in safari prefs, move to the general tab and uncheck the box that says "open safe files after downloading". This will not fix those that are executed by js but if they are direct links, all you have to do is click and the downloads window pops up. if you don't like where safari puts your downloads, you cange it in system prefs too right next to the checkbox I mentioned earliwer. when you are done with safari prefs, press command-w to close.
