Yes, a VO user can get to the dowloads area while downloads are in
progress. Just select Downloads in the Sources table, then navigate
to the main content area of the iTunes store. The downloads area
isn't a separate window, it's more like viewing the contents of a
playlist or other source in the iTunes window.

downloaded only appear in the downloads window while they are
still in progress. When they're done, they appear in the
"destination" in your iTunes library. The destination is
determined by the person that created the podcast so different
podcasts will land in different locations. You can use the search
field to find them, or browse the sources table.
