Hello Wil, Alex and everyone,

There is only one version of the OS, and you decide at installation time which language to use for installation. However, you can set up users in any number of other languages, but the only voices provided speak English. I have been asking Apple for a long time to provide one basic voice in each language for which VoiceOver is localised. I have no idea whether Apple plans to do this or not, because Apple never gives advanced publicity for what it plans to do.

You misunderstand me, you actually need the whole OS, including the bases system to be in those languages. Aparently you needed to select that at install time, or maybe you needed to buy the Spanish OS, but I'm not sure.
