Toilet paper and baby wipes are not good ideas. You could use one of those microfiber cloths that can also be used to clean computer screens without scratching (provided you didn't use them for wiping up gritty dirt -- the cloths won't scratch things, but if you wiped the floor with them and have grit on the cloth you can scratch screens and CDs or DVDs). They sell a lot of these in drug stores and supermarkets. Or, as Jacob says, a soft cloth will do.

The way I usually do it is to take a damp, soft cloth and brush the dvd in a crosswise pattern on the bottom. Alternatively, you can buy a cd cleaning kit that usually includes a cloth and some cleaning solution, but I've never needed one. The cloth and water have always worked for me.
