For public libraries, I believe there is participation in the United States, Canada, Australia and New Zealand. A few libraries in Ireland participate and maybe Essex in the UK, but I think that's only for PDF book downloads and not audio content.
Public libraries in the U.S. usually issue free library cards based on residency in the area served by that library. A local library may or may not provide electronic download services, and the provider could be (in the U.S.) either OverDrive or NetLibrary or both for digital media downloads.
